Fiji. The tropical cyclone Winston, which swept over Fiji in February, was the worst that ever hit the country. The strongest wind gusts reached forces of about 85 meters per second, whipping up twelve high waves. Some 40 people perished and the material devastation was extensive. According to countryaah, about 40,000 houses were completely damaged or destroyed and in some cases entire villages were leveled. Of Fiji's just over 900,000 residents, 350,000 were estimated to have been affected by the cyclone. To finance the reconstruction of, among other things, the infrastructure, Fiji borrowed $ 50 million each from the World Bank and the Asian Development Bank (ADB).

Just a week before Winston withdrew across the country, Prime Minister Voreqe Bainimarama faced the threat of being dismissed by a vote of no confidence in Parliament. However, this resulted in strong support for Bainimarama. In August, he temporarily took over as Minister of Defense since Timoci Lesi Natuva resigned. The following month Ratu Inoke Kubuabola was appointed new Minister of Defense and Bainimarama himself took over his previous assignment as Foreign Minister.
